District Heating in Poland

Urban heat networks — how they work and who they serve

Poland operates one of the largest district heating systems in Europe. This site documents how heat is produced, transported, and delivered to residential and commercial buildings across Polish cities.

What district heating involves

Heat networks connect centrally operated generation facilities to thousands of end-users through a network of insulated underground pipes. The sections below cover the main components of this system.

Generation

Combined heat and power plants

Most Polish district heating relies on combined heat and power (CHP) stations that simultaneously generate electricity and recover thermal energy, improving overall fuel efficiency.

Distribution

Underground pipe networks

Insulated pre-insulated pipe systems carry hot water at temperatures typically between 70 °C and 130 °C from generation sources to heat substations across the city.

Connection

Building-level heat substations

Each connected building has a heat substation where primary network water transfers its energy to the building's internal heating and hot water systems via heat exchangers.

Regulation

Tariff and metering framework

In Poland, district heat prices are regulated by the Energy Regulatory Office (URE). Consumption is measured using certified heat meters at the point of delivery.

Modernisation

Network efficiency upgrades

EU directives and Polish energy policy are driving upgrades toward lower operating temperatures and integration of renewable heat sources, including geothermal and solar thermal installations.

Consumers

Rights and complaint procedures

Residential consumers connected to district heating have defined rights regarding supply quality, billing disputes, and the procedure for disconnection or reconnection.
